Combining good practices and rational innovations to ensure effective participation by social and community-based organizations in significant HIV new infection reduction and sufficient health services delivery among key populations, thus contributing to successful implementation of the National Strategy on Ending AIDS by 2030. The objectives of this program are: Expand and reform HIV prevention interventions, contribute to increasing access to HIV prevention services to 70% of the population whose behavior puts them at risk of HIV infection by 2025 and 80% by 2030. Expand coverage and diversify HIV testing and couselling modalities, promote conmunity-base HIV testing, self-testing and index testing, contribute to the goal of increasing the proportion of PLHIV who know their status to 90% by 2025 and 95% by 2030. Increase coverage and improve quality of HIV/AIDS treatment, contribute to the goal of 90% of people with diagnosed HIV infection receiving antiretroviral therapy by 2025 and 95% by 2030 and the goal of 95% of people receiving antiretroviral therapy achieving viral suppression every year. Consolidate and strengthen the capacity of the HIV/AIDS prevention and control system to closely surveil the HIV/AIDS epidemic situation in population groups whose behavior puts them at high risk of HIV. Provide innovative and effective community-based interventions in 15 provinces/cities of the project to significantly reduce HIV new infections and eliminate HIV transmission among key popolations, including MSM, TGW, PWID and FSW.
