47045-SAF-304-G04-H-2 The Global Fund to Fight AIDS, Tuberculosis and Malaria The Western Cape is one of the nine provinces in South Africa and has a population of 5.3 million, or 10.9% of the population of the country (Statistics South Africa, 2009). The Province has adopted a comprehensive response to the HIV/AIDS epidemic that aims to provide prevention, treatment and care and includes life skills training in schools, condom distribution, management of sexually transmitted infections, voluntary counseling and testing, prevention of mother-to-child transmission (PMTCT), treatment of opportunistic infections, provision of antiretroviral treatment, and provision of home-based and hospice care. This Program started in 2004. In April 2010, the Global Fund Board approved additional six years of funding under the Rolling Continuation Channel (RCC). During the RCC term, the Program will maintain its four objectives: 1) To strengthen the treatment program through the expansion of the provision of antiretroviral treatment; 2) To strengthen the current prevention effort by expanding a peer education program among youth at secondary schools; 3) To strengthen palliative and step-down care services; and 4) To strengthen community-based responses to the epidemic through the development and implementation of local support projects within specified focus areas. The RCC Program will include two new components: (a) strengthening the PMTCT Program in the Province and (b) providing assistance with further development and roll-out of the eKapa patient registration and health information system to district health facilities. The RCC Program will continue to be managed by the Western Cape Provincial Health Department.
