Assure continuation of evidence-based programs for key and vulnerable populations. Respond to human rights and gender-related barriers and vulnerabilities in access to services.. The objectives of this program are: Implement capacity-building and legal framework developement activities tailored to the needs of civil society organizations to strengthen their ability to manage government funds, comply with regulatory requirements, and sustain service delivery. Establish mechanisms for collaboration and partnership between government agencies and civil society organizations to facilitate a smooth transition process, including joint planning, resource sharing, and knowledge exchange. Advocate for policy reforms and legislative changes to support the transition to government financing, including the development of funding mechanisms that prioritize sustainability, equity, and accountability. Identify and prioritize evidence-based programs that have demonstrated effectiveness in addressing the needs of key and vulnerable populations. Develop guidelines and standards for the implementation of evidence-based interventions. Allocate resources and funding to support the scale-up and expansion of evidence-based interventions with the greatest potential for impact and reach among key and vulnerable populations. Identify human rights and gender-related barriers and vulnerabilities in access to services, including discrimination, stigma, violence, and lack of legal protection. To reduce the overall incidence of notified cases from 33.8 per 100,000 in 2019 to 23.6 per 100,000 in 2024 and maintain tuberculosis mortality in Kosovo below 1.5/100,000..
