Governments in all four countries recognize the vulnerability of MSM and TG to HIV infection and prioritize them as target groups for HIV interventions. The Program will focus on: strengthening the capacity of community-based organizations (CBOs) and healthcare providers to improve the delivery of HIV related services; improving the enabling environment and strategic advocacy; improving the development and utilization of strategic information to strengthen national responses; and promoting the strategic use of information communication technology (ICT) and media to effectively scale up the HIV response among these two targeted groups. The goal of the Program is to reduce the vulnerability and risks of MSM and TG to HIV infection; and to reduce the impact of HIV and AIDS on the lives of MSM and TG in Insular South East Asia.
