General terms and conditions which apply to Global Fund grants. 47045-ECU-910-G07-H-2 The Global Fund to Fight AIDS, Tuberculosis and Malaria While HIV prevalence in Ecuador is 0.3 percent in the general population, it is much higher in specific populations and regions. Populations most at risk are men who have sex with men, sex workers and prison inmates. Marginalized adolescents and youth and the police are also vulnerable. The program supported by this grant aims to reduce AIDS mortality and HIV transmission. It will contribute to improve the ability of health care workers to clinically diagnose AIDS and diagnose and treat sexually transmitted infections, TB/HIV co-infection and other opportunistic infections. The program includes interventions to strengthen networks and organizations of people living with HIV. It also aims to update, simplify and integrate the national information system with all others used within the national health system. Training will be provided to enhance health worker skills in data analysis and enable second-generation surveillance of the epidemic in most-at-risk populations. The program is supported by two Global Fund grants implemented by a government and civil society Principal Recipient, respectively, working in partnership. This grant focuses on stigma reduction and strengthening civil society.
