<narrative xml:lang="en">Apoyo a las Poblaciones Clave en la respuesta al VIH: 2015-2017 - Cuba (01-Jul-2015-31-Dec-2017)</narrative>
Cuba’s HIV epidemic is concentrated primarily among men who have sex with men (MSM). In its effort to control the epidemic, Cuba has been innovative in seeking to reduce HIV infections since the mid-1990s, they have universal access to antiretrovirals (ARVs), and have expanded and tailored services to meet the needs of key populations and other vulnerable people. The overall goal of this program is to reduce the incidence of HIV and sexually transmitted infections (STIs) among key populations throughout the country, that is, transgender people, people living with HIV/AIDS (PLWHA), young people in the 20 to 29 year age group, and sex workers, with an emphasis on MSM. Additionally, there is a focus on youth within the 26 municipalities with higher HIV prevalence than the national average. Taking in account the programmatic gaps identified when designing the national strategic plan, the country selected three priority modules, two associated with preventative measures among key population groups and a third module to cover the gaps relating to the care, treatment and support provided to PLHIV. The Global Fund has supported HIV programs in Cuba since 2003 through two grants, implemented by UNDP, that have been focused on supporting the National Strategic Plan (NSP) and scale up of its activities.

The objectives of this program are: Impulsar intervenciones de alto impacto que garanticen el acceso oportuno a servicios eficientes y sostenibles a lo largo del proceso asistencial continuo, especialmente por parte de las poblaciones clave. / Promote high impact interventions to ensure timely access to sustainable and efficient services through the continuum of service delivery, especially for key populations.. Promover y proteger los derechos humanos, la igualdad de género y la equidad sanitaria, a través de mecanismos de coordinación multisectorial eficientes e inclusivos. / Promote and protect human rights and gender equality, as well as health equality through multisectorial coordination mechanisms that are inclusive and efficient.. Ampliar el financiamiento público de la respuesta a las ITS, el VIH y las hepatitis, teniendo en cuenta la equidad y la eficiencia y dando prioridad al primer nivel de atención, a fin de lograr la sostenibilidad. / Expand public funding of the national HIV/STI and Hepatitis response, considering equity, efficiency and priority to the primary health care level, to reach sustainability.
