47045-AZE-708-G03-T-2 The Global Fund to Fight AIDS, Tuberculosis and Malaria A drug-resistant survey, conducted in 2007, showed multidrug-resistant TB (MDR-TB) prevalence of 22 percent among new TB cases and 56 percent among previously treated cases. Over 14 percent of all MDR-TB cases are extremely drug-resistant TB (XDR-TB). Azerbaijan is among the 25 priority MDR-TB and XDR-TB countries identified by the World Health Organization based on estimated MDR-TB burden (more than 10 percent among both new and retreatment cases combined). The consoidated program encompasses the activities financed under Phase 2 of the Round 5 TB grant and the Round 7 TB grant. The program aims to reduce the burden of TB in Azerbaijan in high-risk population groups (including people living with HIV), prisoners, labor migrants, refugees and internally displaced persons) by strengthening and expanding the DOTS framework, scaling up the management of drug-resistant TB and preventing the further spread of drug-resistant TB including XDR-TB. This consoidated program also aims to improving the detection, diagnosis and quality treatment of TB cases (including MDR-TB) and contributing to the universal access of the population to diagnosis and treatment. These objectives are achieved by strengthening the management and coordination of the National TB Control Program, involving the primary health care network in TB control, introducing and scaling up drug-resistant TB management, sustaining drug resistance surveillance throughout the country, strengthening DOTS in penitentiaries and upgrading the laboratory services.
